Proposals shall be uploaded electronically to the BPXpress planroom via the “Submit Bid Docs” tab on the RFP for compliance with CEQA and NEPA for the for the City’s Wastewater Treatment and Reclamation Plant Phase I Upgrade Project web page

Proposals will be time stamped by the website upon receipt and placed in asecure location by BPXpress to be accessed only by a representative from the City of St.Helena.
To be considered for selection,proposals must be received by the date and time specifiedin Section IV.Mailed submissions will not be accepted.
